Book(s)<\/a>\u00a0|\u00a0Papers<\/a><\/p>\n I served for more than ten years as a public administrator before taking a PhD and becoming a researcher and professor. I was recruited to the Indian Administrative Service in 1982, after doing graduate work at the Delhi School of Economics and th<\/span>e Kennedy School of Government. <\/span>I developed and implemented a number of policies and programs and found the intellectual challenge of work in public affairs very gratifying, but after a return to academics \u2013 as a Hubert H. Humphrey Fellow at Cornell University between 1993 and 1995 \u2013 I believed that I could make a greater contribution by returning to research and learning<\/span> and<\/span> working on \u201cthe state-of-the-art<\/span>,<\/span>\u201d<\/span> b<\/span>uilding upon my years of responsible field experience. <\/span><\/p>\n The combination of these experiences<\/span> has<\/span> t<\/span>aught<\/span> me that planning and implementation <\/span>should<\/span> not<\/span> be regarded as <\/span>separate activities. Failure <\/span>has <\/span>quite often <\/span>result<\/span>ed<\/span> from forcing this separation<\/span> on decisions and personnel<\/span>.<\/span> Bringing research and practice together is necessary for advancing the frontiers of practically relevant information.<\/span><\/p>\n My earliest publications relate to this area and are based on what I saw of innovations in public administration. <\/span>I remain deeply <\/span>committed to<\/span> action-oriented research.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":" Book(s)\u00a0|\u00a0Papers I served for more than ten years as a public administrator before taking a PhD and becoming a researcher and professor.
